Installable web apps are a way of making Google Chrome treat certain websites like apps. People can find installable web apps using the Chrome Web Store. Many installable web apps are hosted apps鈥攏ormal websites with a bit of extra metadata.
Basically, an application is something that has its own UI and is displayed in the browser window. Separately, extensions notify and otherwise enhance the web experience.
So yeah, Chrome Extensions and Apps are different stuff. The Quizlet app you downloaded is a "hosted app" which just takes you to the appropriate website and Chrome "knows" that it should treat that link as an app.
