Why does google chrome look this way when I open it?

No pictures or adds, just what you see below from top to bottom. I have restarted it several times and even removed then re-installed it once.

What happened is that one time, when downloading Yahoo's home page, your computer failed to download all of the site's information. Rather than downloading it every time you open the page, it uses the version saved on your computer. Refreshing it will force the computer to ask Yahoo for the new version of the page, so it should get all the styling and pictures.
